01 · About the Hub
The U.S.-Mexico AI Hub is an initiative led by the Center for U.S.-Mexican Studies (USMEX) at the UC San Diego School of Global Policy and Strategy. The Hub serves as a facilitator and bridge connecting experts, policymakers, practitioners, and diverse stakeholders from both countries to develop binational public policy proposals and identify concrete binational projects in the field of artificial intelligence.
Unlike traditional academic consortia focused primarily on workforce development or technical training, this initiative positions USMEX as an intermediary platform that brings together the right actors to address AI's multifaceted impacts across critical domains, including border affairs, governance, and innovation. Through rigorous empirical research, stakeholder engagement, and policy analysis, the Hub generates actionable insights and concrete proposals that strengthen the U.S.-Mexico relationship in the era of artificial intelligence.
Organized around three core clusters — Border Affairs, Governance, and Innovation — the Hub examines issues including migration, border management, trade and economic integration, cybersecurity, democratic governance, ethics, healthcare, workforce development, sustainability, and regional competitiveness.
By connecting researchers, policymakers, institutions, and technology leaders, the Hub works to develop binational public policy proposals and identify concrete binational projects — in contrast with traditional academic consortia focused primarily on workforce development or technical training. The U.S.-Mexico AI Summit serves as one of the Hub's flagship convenings, bringing together experts and institutional leaders to advance collaboration on AI governance and innovation between both countries.
02 · Rationale
Artificial intelligence is already reshaping governance structures, democratic processes, border management systems, security protocols, economic integration, and social services across North America. Yet most existing initiatives focus narrowly on either technical development or workforce training, leaving a significant gap in cross-border policy coordination and binational project development.
The U.S.-Mexico AI Hub addresses this gap by:

Examining how artificial intelligence is reshaping migration, border governance, trade, and economic integration across the U.S.-Mexico region. Research focuses on cross-border systems, mobility, regional competitiveness, and the evolving role of AI in binational cooperation.
Policy Areas
Exploring the democratic, security, and ethical implications of AI deployment in public and institutional systems. Research examines cybersecurity, regulation, civic trust, public safety, and the development of responsible AI governance across the United States and Mexico.

05 · Research & Engagement
The U.S.-Mexico Task Force on AI is structured around an integrated research and engagement framework designed to produce actionable public policy insights through empirical analysis, practitioner engagement, and knowledge translation.
Conduct semi-structured interviews with AI practitioners, policymakers, researchers, and civil society leaders from Mexico and the United States, with particular emphasis on California-Baja California stakeholders. Interviews will explore:
Evidence-based policy recommendations and regulatory analysis
Identification of binational business opportunities and regulatory guidance
Platform for advocacy and inclusion in AI governance discussions
Research infrastructure and collaborative opportunities
Identification of high-impact investment opportunities in binational AI projects
Paid, hands-on opportunities in applied AI policy research, regulatory analysis, and binational project development—providing students, particularly Latino students, with professional experience, mentorship, and pathways into public service, technology governance, and policy careers.
